North American Union and the destruction of Canada -- Gatekeepers Unlimited?

by Derek Skinner

  Maude Barlow

Maude Barlow, Council of Canadians.

On 6th November 2007, I attended a forum organised by Denise Savoie (NDP) M.P for Victoria riding. It was about the 2005 Security and Prosperity Partnership (SPP) agreement between Canada, the United States and Mexico . Denise had two excellent speakers, Peter Julian M.P. from the NDP and Murray Dobbin from the Council of Canadians. The audience was mostly composed of the choirs from both organisations plus some known activists.

The speakers explained in detail what was wrong with the Agreement. This included the secrecy and denial of information to the public; the 300 plus areas of public policy including national security and personal liberty issues that are currently being "harmonised" (usually down) by amending existing regulations to suit corporate interests and without any debate in Parliament; and the consequences for Canada if this Agreement is not stopped.

Some actions in Parliament on individual aspects of the Agreement were listed and the presentations ended there. No plan of action was proposed other than to spread the word and request support for the two organisations.

No mention was made of the Bilateral Military Planning Group that has already integrated Canadian and American military forces under NORTHCOM so that the U.S. military can operate anywhere on the North American continent if a "problem" arises.

Of course no corporate media were present in order that the media blackout could be maintained.

I recount this in some detail in order to show how little effect that forum had on the general public.

As far as the general public were concerned “the forum never happened.”

If we are serious about protecting our sovereignty and making our own decisions about domestic and foreign policy a much more aggressive plan of action is required.

There are three options currently being discussed - apart from just letting our country disappear..

OPTION 1. Raise the issue in Parliament and demand a vote on whether to proceed with the SPP

Bearing in mind that the Liberals under Paul Martin initiated the SPP and Stephen Harper endorsed it and cannot get into bed with the Americans quickly enough, the obvious outcome will be a majority combined vote of Conservatives with Liberals to approve implementation of the SPP. Mr Harper will have his mandate to negotiate full Canadian integration into the North American Union. Thus, a vote in the House is a really bad initiative.

Unfortunately this is the route proposed by Mr. Julian who has a petition in place for presentation to the House requesting the SPP be brought in for debate and a vote.

A vote in the House with an ineffective Opposition will be a disaster for the Canadian people.

OPTION 2. Demand a National Referendum

The full significance of the SPP must be debated by all the citizens of Canada. Admittedly this has two potential drawbacks. The first is who will frame the wording of the referendum question. Given the devious government conduct to date the framing of the language of the question will be critical. Secondly, the corporate controlled media will spin and censor any dissenting material presented to the public. The key areas needing to be exposed will be those aspects of the SPP and its corollary agreements, like unification of the Canadian and American armed forces, that are not made public. It is to be hoped that some journalists and radio and TV hosts will break ranks and disclose the complete and true nature of what is being foisted on the people.

The Canadian Action Party (CAP) is the only Federal party that has actively campaigned against the NAFTA and the SPP from day one and the Petition carried earlier in the Canadian and available at LINK [www.canadianactionparty.ca], is their latest attempt to awaken and educate Canadians to the dangers of the SPP leading to a North American Union.

OPTION 3. Make the cancellation of the SPP the Number One Issue in the next federal election.

Unless the Liberals find some spine an election will not happen until 2009 and much irrevocable damage will have been done by then because under NAFTA regulations cannot be changed if they impede corporate profitability.

The election issue suggestion was made from the audience at the Nov. 6th meeting and was rejected by the NDP. This is a pity because the NDP is the only party in the House that could use it to really gain seats and potentially become the Official Opposition or even the Government if they gave it 110% effort. The question to ask is why?

Reluctantly I have to conclude that the NDP is joining the Council of Canadians, the Green Party and the Canadian Centre for Policy Alternatives as Gatekeepers, willing to protest but not able to take the necessary next step to achieve the desired result of actually stopping the SPP and the resulting integration of Canada into the North American Union under the absolute control of the United States.

Even more hurtful is the fact that some, if not many, of the supporters of these gatekeepers will be prevented from taking effective action. That is why I call these parties and NGOs "Gatekeepers."

The only effective action emerging so far is the Referendum proposed by the Canadian Action Party which will be followed in due course when CAP makes the cancellation of NAFTA and the SPP the number one issue of the next Federal election.
