U.S. Army, Canadian cities: Liberals knew Border Plans in 2006

When the Paul Martin Liberals launched the 2006 Federal Election campaign commercial, they were vilified.  But, it is apparent that the Liberals launched the commercial with the apparent foreknowledge that Stephen Harper would be called up to eventually allow for the stationing of U.S. troops and cops in Canadian cities. 

Were the Liberals who launched the commercial in 2006 having some kind of guilty conscience about their selling out of Canada in 2005 down in Waco, Texas?

Paul Martin knew about the current Border Pact plan because he signed the Security and Prosperity Partnership documents in 2005 with then U.S. President George W. Bush.
