This campaign addresses profound miscarriages of justice, institutional bias, and the weaponization of "vexatious litigant" orders within the Canadian judicial system. Human rights claimant Raymond Carby-Samuels has faced systemic exclusion and character degradation designed to strip him of his constitutional rights and legitimate legal avenues: 
 
Denial of Legal Counsel and Evidence

Suppression:

During 2017 proceedings, The Honourable Justice Sylvia Corthorn of the Ontario Superior Court of Justice blocked Raymond Carby-Samuels' Toronto-based legal counsel, suppressed trial evidence, and disregarded an administrative judge's prima facie motion concerning systemic racial bias.

Prolonging domestic violence involving torture: 

Justice Corthorn’s order ignored active judicial endorsements intended to verify the safety and well-being of Dezrin Carby-Samuels. Dezrin had documented familial mistreatment in a written note stating "Dad abuses me." The denial of procedural fairness directly prevented administrative intervention prior to her tragic and premature passing—an incident the Canadian Judicial Council (CJC) has persistently refused to investigate.

Collusion and Financial Stripping: 

The Honourable Chief Justice Marie-Anne Paquette and The Honourable Justice Catherine Piché of the Superior Court of Québec allegedly collaborated in a parallel vexatious litigant framework within the District of Gatineau. This framework unconstitutionally stripped Mr. Carby-Samuels of a $44,000 claim tied to a Quebec Human Rights Commission (CDPDJ) ruling, accompanied by public ridicule regarding his university credentials.

Failure of Ethical Oversight:

When the Canadian Judicial Council disregards its ethical oversight responsibilities, it enables judges in collusion with powerful law firms to use judicial immunity as a shield. This allows them to perpetrate not only the profound human and civil rights violations that Raymond Carby-Samuels has experienced, but also quasi-criminal misconduct with reckless abandonment.

A Dangerous Judicial Precedent: Taken together, these arbitrary judicial rulings set dangerous negative precedents that directly threaten the fundamental rights and freedoms of all Canadians. By introducing systemic obstacles to legal recourse, these actions undermine the ability of everyday citizens to hold human rights abusers accountable under the law. 

Call to Action / Demands

We call upon the Government of Canada, the Minister of Justice, and federal legislators to take immediate action: 
 
1 - Amend the Criminal Code of Canada to explicitly establish criminal liability for public officials—including members of the judiciary—who wilfully deprive citizens of their civil and constitutional rights under the colour of law.

2 - Expand Canada's Black Justice Strategy Review: Mandate the Government of Canada to broaden its current scope—which focuses heavily on experiences within the criminal justice system—to actively encompass the enforcement of human rights and anti-discrimination provisions across all civil courts and administrative tribunals, thereby truly promoting equal access to justice. 
Launch a Parliamentary Inquiry into institutional collusion, procedural anomalies, and the systemic weaponization of vexatious litigant orders across Ontario and Québec.

3 - Overhaul the Canadian Judicial Council (CJC) oversight mechanisms to mandate transparent, independent investigations into unaddressed allegations of judicial misconduct and institutional bias.
