Was Fukushima nuclear meltdown the result of incompetence or intentional negligence, as Dr. Leuren Moret and Alfred Lambremont Webre suggest?

The Japanese government officials ignored radiation forecasts from their own monitoring system, failing to keep residents near a crippled nuclear plant from a predicted plume.   That was the findings of an Associated Press (AP) investigation (video above).
